csaflierPRESS RELEASE – The St Lucia Civil Service Association will be hosting a Week of Activities from Sunday April 30th – May 6th.

CSA week of activities is one of the main calendar items of the Association. The week seeks to bring members together through various social, formal and interactive forums.

The theme for this year’s celebration is “The Role of Trade Unions in a Changing Environment”.

The week of celebrations; starts with a Church Service on Sunday May 30th at the Parish of the Purification of the Blessed Virgin Mary in Laborie followed by an opening ceremony and creole brunch at Debbie’s Place in Sapphire, Choiseul.

The week then continues with a panel discussion, workshops, social events, after-work limes and entertainment.

On Monday May 1st, Labour Day a solidarity walk & fun sports is planned.

The walk is aimed at recognizing Labour Day and the myriad of issues workers face. It also seeks to empower and unify workers of Saint Lucia.

It is the hope of the CSA that our members, sister union organizations and the general public will participate in the walk from Mega J @ 6am followed by the fun sports at the Vigie Playing field.

All activities including the walk are free.

Participants of the walk are encouraged to wear white Tshirts in solidarity of the workforce of Saint Lucia.

“If your weight is disproportionate to your height it’s problematic. If you’re fluffy, the fat cells have a lot of oestrogen that can cause breast cancer. We’re not asking you to win a beauty contest or wear a size 6, but you should not be wearing a size 18,” she said.

Free health checks such as hypertension, disabetes and cholesteral are being offered on location. Health professionals are also conducting oral cancer screening and pap smears.

170425-father-suicide-with-daughter-featureNY POST – A Thai man filmed himself killing his 11-month-old daughter in two video clips posted on Facebook before committing suicide, police said Tuesday.

People could access the videos of the child’s murder on her father’s Facebook page for roughly 24 hours, until they were taken down around 5 p.m. Tuesday in Bangkok, or about a day after being uploaded.

“This is an appalling incident and our hearts go out to the family of the victim,” a Singapore-based Facebook spokesman said in an email to Reuters. “There is absolutely no place for content of this kind on Facebook and it has now been removed.”

Last week, Facebook said it was reviewing how it monitored violent footage and other objectionable material after a posting of the fatal shooting of a man in Cleveland, Ohio, was visible for two hours before being taken down.

The harrowing footage from Thailand showed Wuttisan Wongtalay tying a rope to his daughter’s neck before dropping her from the rooftop of a deserted building in the Thai seaside town of Phuket.

Wuttisan’s suicide was not broadcast, but his lifeless body was found beside his daughter, said Jullaus Suvannin, the police officer in charge of the case.

“He was having paranoia about his wife leaving him and not loving him,” Jullaus told Reuters.

Reuters was unable to contact the mother of the dead child. Calls to her mobile number went unanswered. Television images showed her weeping and holding the dead baby.

Thailand’s Ministry of Digital Economy said it contacted Facebook on Tuesday afternoon about removing the videos, after receiving a police request.

“We contacted Facebook today and Facebook removed the videos,” ministry spokesman Somsak Khaosuwan told Reuters, adding that the government would take no action against the company.

“We will not be able to press charges against Facebook, because Facebook is the service provider and they acted according to their protocol when we sent our request. They cooperated very well.”

After the company faced a backlash for showing the video of the Cleveland killing, chief executive Mark Zuckerberg said Facebook would do all it could to prevent such content in the future.

Thai netizens voiced outrage about the clips of the child’s killing, which were uploaded Monday, the first at 4:50 p.m. and the second at 4:57 p.m.

“This is the most evil clip I’ve seen in my life,” said one user, Avada Teeraponkoon. “I couldn’t stand it for more than one second.”

“How can he watch his own child stop breathing?” said another, Rujirek Polglang. “He should have just died alone.”

The killing was the first in Thailand known to be broadcast on the social networking site, said deputy police spokesman Kissana Phathanacharoen.

“It could be influenced by behavior from abroad, most recently in Cleveland,” Kissana told Reuters.

The first video had drawn 112,000 views by midafternoon on Tuesday, while the second video showed 258,000 views.

electronic-monitoringGovernment plans to enact “critical legislation” this year to strengthen the criminal justice system.

Governor General Pearlette Louisy made the announcement during her Throne Speech on Tuesday.

Among the legislation to be enacted are the Witness Protection (Special Measures) Bill, Electronic Monitoring Bill, Electronic Crimes Bill, and Child Justice Bill.

Louisy said the Witness Protection (Special Measures) Bill seeks to protect the identity of witnesses who may be at risk should they testify and their identity be known.

She said the Electronic Monitoring Bill will reduce the number of persons sent to correctional facilities on remand, particularly young offenders.

She said the Electronic Crimes Bill will “aim to prevent criminal activities perpetrated through an electronic system and facilitating the collection of electronic evidence relating to criminal activity”.

She went on to say that the Child Justice Bill will establish a criminal justice process for children accused of committing offences that aims at protecting the rights of children as provided for in international instruments.

She added that the Bill “will establish the minimum age of criminal responsibility and establish a procedure for assessment of children, as well as an initial inquiry as compulsory procedures”.

It will also incorporate diversion of cases away from the formal court procedures, ensure that children are tried in a family court, and extend sentencing options available in respect of children, she said.

“Above all, the Bill will entrench the notion of restorative justice in respect of children,” she noted.

budget2PRESS RELEASE – On April 13th, 2017 the St. Lucia Chamber of Commerce Industry and Agriculture had an opportunity to present to the Prime Minister and Minister of Finance, Honourable Allen Chastanet, its 2017/2018 Budget Submission.

Attending the Meeting with the Prime Minister was Minister in the Ministry of Finance Ubaldus Raymond and Permanent Secretary Ministry of Finance, Coinithia Thomas.

The Chamber after a series of consultations with its members, identified eight key priority areas for action.  The Chamber fully supports the Growth Agenda of Government and believes returning the Economy to a sustainable growth path is critical.

The Chamber thus recommended the establishment of a Growth and Investment Council, using the Jamaica Model; this “Council” will work with Government in not only attracting investment to St. Lucia, but identifying and removing the obstacles to investment and growth. This Council, should be bipartisan and include a wide cross section of national institutions all sharing the objective of growing the St. Lucian Economy.

The Chamber also indicated its support of the Governments stated goal of doubling GDP in the next ten years, yet strongly believes that Government needs to be committed and work in a systematic fashion to remove the long identified structural impediments to long term growth. Action in the following areas were identified as priorities:

  • Legislative Agenda
  • Promotion and Increased support to Local Investment
  • Prioritize Agricultural Development.
  • Trade Facilitation
  • Managing the Cost of the Public Service
  • Tax Reform
  • Education and Skills
  • Debt Management

The Chamber looks forward to the 2017/2018 Budget Statement as well as the presentation of the Estimates of Revenue and Expenditure to assess the policy position of the Government and it will continue to monitor developments in those ley areas and advocate for deliberate Government action.

The March begins at the Vieux-Fort Square from 3:00 p.m. and will follow a prescribed route, approved by the Police Commissioner, up to Sandy Beach and then back to the Vieux-Fort Square. The March will conclude with short addresses to be delivered by some well-known personalities.

This National Protest March organized by the Vieux-Fort Concerned Citizens Coalition for Change is being held in conjunction with I WILL STAND and the Concerned Citizens of St. Lucia. The primary objective is to publicly express its position regarding the proposed DSH Project for Vieux-Fort and the refusal of the Prime Minister of St. Lucia to engage Vieux-Fort residents in discussion on how the project will affect them.  

This DSH Project presents a myriad of serious concerns to the residents of Vieux-Fort including the nearly 900 acres of prime investment lands to be given to one developer for 99 years; the potential loss of sustainable livelihoods of farmers, fishermen, livestock keepers, bee-keepers, etc.; the establishment of the Equine Disease Free Zone (EDFZ); the major dislocation to and subsequent relocation of residential communities such as Bruceville and Bacadere; the future of locally-owned business operations within the project zone and the EDFZ; protection of public access of beaches; the Buy Back Clause; sale of St. Lucian Passports to finance the DSH project; guaranteed jobs, investment opportunities and other  economic benefits of the DSH to St. Lucia; and potential negative impacts on the environment, among others.

The DSH Project poses significant economic, social, developmental and environmental risks to the entire nation of St. Lucia and the Vieux-Fort Concerned Citizens will continue to, through the National Protest March and other planned activities, raise and heighten awareness of the issues and encourage all St. Lucians to unite in sending this message to the Prime Minister of St. Lucia: WE WANT A BETTER DEAL – RENEGOTIATE THIS DEAL – WE DESERVE BETTER. Participants must be self-sustained, must walk with their own drinks, water and food and are free to provide their own placards. Participants are also strongly urged to wear BLUE, WHITE OR BLACK tops.

coral-gardening-grand-anse-grenadaGIS – The Council of Ministers of Environmental Sustainability (COMES) of the Organization of Eastern Caribbean States (OECS) will meet in Grenada on April 27 and 28, to address regional environmental issues.

The meeting will be held under the theme “Accelerating Sustainable Development: Addressing Challenges and Creating Opportunities,” and will be chaired by Sen. Hon. Simon Stiell, Minister of State Responsible for Human Resource Development and the Environment, Grenada.

Dr. Hon. Keith Mitchell, Prime Minister of Grenada, and Dr. Didacus Jules, Director General of the OECS Commission are expected to make an address at the opening ceremony.

At the meeting, OECS environment ministers will consider a number of matters, including improving the region’s ability to access available climate finance, transitioning to an ocean-based (blue) economy, and promoting renewable energy development.

As a part of the meeting, ministers will also visit the coral gardening project in the Grand Anse Bay, Grenada, where UN Environment is working closely with the Government of Grenada to rebuild a damaged reef by replanting coral. Reinforcing the reef that protects the Grand Anse Bay will prevent further loss of the beach, which is one of Grenada’s premier tourism assets.

It is the hope that the Coastal Ecosystem-based Adaptation (EbA) project will improve understanding among national stakeholders on the multiple benefits that are provided to local communities, and the national economy, from their coastal ecosystems, and of the need to protect these valuable assets to help reduce vulnerability to climate change impacts.

The 4th meeting of the COMES was preceded by the first Sub-regional Structured Dialogue in the Eastern Caribbean with the Green Climate Fund, held in Grenada from April 24 to 26. It is expected that both meetings will provide concrete outcomes and recommendations that will contribute to the sustainable development of the sub-region through improved environmental management, increased sustainability practices, and minimized vulnerability. The meetings also offer an opportunity to strengthen regional partnerships in environment-related matters.

An exhibition on climate resilient initiatives is also running parallel to the meetings, from April 25 – 27 at the Radisson Grenada Beach Resort. The exhibition is open to schools and the general public.

medicalGovernment plans to enact legislation that will ensure medical and off-shore schools planning to or operating in Saint Lucia are properly accredited and maintain international standards.

In her Throne Speech on Tuesday, Governor General Pearlette Louisy said such legislation is necessary as the island “continues to attract medical and off-shore educational institutions”.

She said government has a duty to ensure that the programmes offered by these institutions meet “quality standards” and are “internationally recognized”.

Consequently, she said the Accreditation Bill and the Caribbean Accreditation Authority for Medicine and other Health Professions Bill will be enacted “very early” in this new parliamentary session.

The Accreditation Bill provides for the process and mechanism of accrediting a programme of study offered by a tertiary institution and the award it confers, and establishes a National Accreditation Council, Louisy said.

The Caribbean Accreditation Authority for Medicine and other Health Professions Bill will give the force of law to the Agreement Establishing the Caribbean Accreditation Authority for Education in Medicine and Other Health Professions, which was signed in 2003, she added.

20170331img_9463STABROEK NEWS – Josiah Baptiste, who pastors an Apostolic Church in the Timehri area, was yesterday sentenced to 18 years behind bars for the rape of a six-year-old girl.

Justice Jo-Ann Barlow handed down the sentence at the High Court in Georgetown, where Baptiste had been unanimously convicted by a jury on March 31. His sentencing had been deferred to facilitate the presentation of a probation report, which his attorney, Folio Richards, had requested.

According to the charge against Baptiste, between June 1 and June 30, 2007, he had carnal knowledge of the six-year-old girl.

The probation report, which was read to the court by Senior Probation and Welfare Services Officer Deborah Joseph, noted that the act has left the victim, who is now 16, still traumatised whenever she experiences flashbacks.

She said the girl related that the situation is especially difficult for her as it sometimes hinders her focus in preparing to write her upcoming CSEC examinations.

Joseph said that in her prison-interview with the convict, he remained adamant that he never had sex with the child and that he never touched her inappropriately. She said that according to Baptiste, the child’s father had influenced the charge against him.

Joseph, however, noted that in her interview with the girl’s father, he said that it was his daughter who had brought the assault to his attention, and he in turn contacted the relevant authorities, though he expressed fear that his daughter’s case may just have been another statistic.

The probation officer added that when she spoke with the girl, she maintained that the assault did occur and recalled that her tears were ignored when she tried to get Baptiste to stop.

Joseph said the now teen recalled that she was raped while her mother was at work and was left at home along with her then seven-year-old brother, in the care of the convict.

The court heard that the victim and her brother were playing when Baptiste called her into a room, sent the brother out into the yard, and undressed himself and her. He then placed her on top of him, and thereafter committed the act.

Joseph said the teen recalled bleeding and being in pain after the man inserted his penis into her vagina but her calls for him to stop were ignored. She said she was assaulted several times thereafter.

As the report was being read, the convict’s many relatives, friends and parishioners, who turned up for the verdict, interrupted the proceedings with their groans and sighs in disagreement with the report of the victim’s account of what had transpired.

This led Justice Barlow to ask that anyone who could not contain themselves to leave the courtroom and she ordered the court marshal and the police to have any person who caused further disturbance to be removed from the courtroom.

In mitigation, Richards said that her client, now 37, had no antecedents and was the father of six children, with the youngest being one month old. She said Baptiste is known for speaking to young people “who were on rocky paths.”

According to her, since his incarceration, he had gotten involved in ministering to men with convictions like himself. She begged the court lenience.

When asked whether he wanted to say anything before being sentenced, Baptiste began by giving thanks to God. He thereafter began speaking about things which had no relation to the case.

As a result, Justice Barlow then asked him whether he had anything to say regarding the case against him and the impending sentencing. “No I have nothing to say,” he then responded.

Before imposing sentence, the judge underscored that Baptiste abused his position of trust.

The judge said that having considered both the mitigating and aggravating circumstances, Baptiste would be sentenced to 20 years in prison. Two years were, however, deducted for mitigating factors.

_95802257_frenchpoliceBBC – A French mother has been brought back to life by police officers, who performed CPR an hour after paramedics declared her dead.

The unnamed woman, a long-time anorexia sufferer, was found collapsed by her 18-year-old daughter after an apparent heart-attack.

Paramedics rushed to her home in Paris’s 13th arrondissement but were unable to revive the 49-year-old.

But police who came to write a report noticed movement in her stomach.

Le Parisien reports that the ambulance team had declared her dead at 18:10 (16:10 GMT) and signed her death certificate.

But the two police officers – who arrived an hour later to write a report into the cause of death – noticed the movement when they lifted the blanket covering the body.

When an officer checked her jugular vein, they found her heart was still beating.

While one shocked officer held her hand and talked to her, the other phoned the fire service and took live instructions on how to perform CPR.

After 30 minutes of attempted resuscitation, the woman previously deemed lifeless was breathing again.

She was transferred to Necker-Enfants Malades Hospital, where she has been recovering for almost a week.

Yvan Assioma, regional secretary of the police union Alliance, called the woman’s survival a “crazy story” and an “unimaginable scenario”.

“Our colleagues thought they were in an episode of The Walking Dead!” he joked.

The police commissioner in charge of their district has called for the two officers to be honoured with a bravery award.

sick-leaveDOMINICA NEWS ONLINE – Prime Minister, Roosevelt Skerrit, has expressed concern over the level of productivity in Dominica, saying there are too many unnecessary sick leave papers from doctors.

He was speaking at a government organized consultation at the State House on Monday.

“Too many employers are complaining about our level of productivity, too many unnecessary sick leave papers from doctors,” he stated.

According to the Prime Minister, it appears that doctors are colluding with employees to grant them sick leave.

“I mean some doctors, I understand, tell you bossman how many days you want of leave, a week will do? No, give me two weeks. You sure is not three weeks you want?” he stated. “That is how some doctors go about doing this, you know, and we have to address this thing frontally if we really have to get to the the level we have to get to.”

Skerrit stated the laws on sick leave are more stringent than that.

“You cannot tell the bossman that you have 12 inches of snow and you cannot come to work, you have to get snow boots and find your way to work, otherwise you are out of work,” he said.

He stated some employees want sick leave whenever they start sniffing.

“They want to go and get sick leave because they have a cold,” the Prime Minister said. “So too many of these things we have to address on the micro level and it has a major impact on the macro level. So we have to have a conversation on this in our country.”

The reality TV star teased a political run during an event Tuesday called “Imagining Men & Women: Caitlyn Jenner on Transgender Identity and Courage.”

Jenner, who came out as transgender in April 2015 on the cover of Vanity Fair, voted for President Trump in the general election but has been critical since he took office.

“I certainly have always been on the Republican side. I believe in things like the Constitution and limited government. I lean towards the Republican Party because they are closer than the Democrats to staying to limited government — although I’ve been very disappointed with them over the last several years,” she said when asked if she would take a role in his administration.

“So, I’ve thought about it. Because I’ve done some speaking over the last 30 years at Republican events. And every time I do that, everybody comes up and says ‘oh my god, you should run for office.’ And I’m thinking, ‘yeah, right, I don’t want to run for office. I got way too many skeletons in my closet.’ They’d have some reporter digging into me and I would be dead…they would destroy me. There’s no way I could do it. No, I got no more secrets.”

While the former Olympian said she hasn’t seriously weighed her options yet, a political run isn’t out of the question.

“My loyalties are not with the Republican Party. My loyalties are not with Donald Trump. I’ll come after him and come after Republicans when they start screwing up my community. And I got a voice and they’d better listen, because I will come after them. And so, over the next year or two, I would look at where I can be more effective to helping my community,” she said.

unnamed-15PRESS RELEASE – The Concerned Citizens of Saint Lucia recently completed the Whistle Stop Tour in the Northern region of the country,  which took the motorcade of vehicles through a number of communities within the areas of Gros Islet, Babonneau, and Castries.

The Whistle Stop Tour took the form of a citizens rally that passed through a planned route, and made many brief scheduled stops along the way, to share information on issues of concern, through distributed material such as flyers loaded with information and short speeches.

The main issues of concern, which were the topics of the speeches and handouts were:

  • The $2.6 Billion DSH Project/Investment for the south of the country (Vieux Fort);
  • The subsequent addition of a Causeway linking Maria Islets to the mainland; and
  • The Dolphinarium earmarked for the Pigeon Island National Landmark, in Gros-Islet.

The slogans used whilst  traversing the communities were, ‘Saint Lucia is Not For Sale’ and ‘No Party Politics, Country First’ as the CCSL is an all inclusive, non-partisan group with members throughout Saint Lucia.

The Whistle Stop Tour has been deemed a success by the organizers as there were many who joined them and all objectives of the group were met.  The Concerned Citizens of Saint Lucia would like to thank all those who joined the group on the first Whistle Stop Tour, and who continue to stand with them in protest of the various concerns that affect Saint Lucia and its citizens.

The group will continue through future activities to educate, sensitize and empower persons throughout the length and breadth of the nation. The Concerned Citizens of Saint Lucia group, believes that as informed, empowered and engaged citizens, all citizens can work together to bring about positive change in our country.

The Concerned Citizens of Saint Lucia will join the Vieux Fort Concerned Citizens Coalition for Change (VFCCC) on Sunday, April 30,  in Vieux Fort town to lend support and to unify persons in protests to the DSH Project/Investment being implemented in the South of the country.

The group will gather at the William Peter Blvd at 11:00 am to leave in convoy fashion by 1:00 pm to travel South to the town Vieux Fort.   CCSL information items will be given out and T-Shirts will be on sale.

gun1-1024x682JAMAICA STAR – The Education Ministry has ordered the board of William Knibb Memorial High school in Trelawny to thoroughly investigate the circumstances which led to a teacher at the institution allegedly pulling his licensed firearm at a student.

A source told RJR News that the incident happened about two weeks ago in full view of students and teachers at the institution.

It is alleged that a male teacher and a student got into an altercation on the school grounds, which led to the teacher pulling his licensed firearm.

RJR News understands that during the squabble, the male student allegedly took up a stone to throw at the teacher.

The matter has since been reported to the school board for investigation.

When RJR News contacted Education Minister Senator Ruel Reid, he said he was aware of the matter and described it as very unfortunate.

Asked about the Education Ministry’s policy regarding teachers carrying their firearms to school, the minister said, “Based on our guidelines for safety and security, firearm on campus is not allowed.”

“It is further not allowed in these particular matters where there are incidents… that occur on the school compound and then you resort to pulling the firearm – That is not allowed,” he reiterated.

Senator Reid said the teacher reported that he felt threatened and so decided to pull his firearm.

The education minister disclosed that the ministry will now be sending out reminders to all schools about the policy surrounding firearms on school campuses.

Meanwhile, when contacted Wednesday afternoon, Reverend Everton Jackson, Chairman of William Knibb Memorial High, revealed that the teacher has been suspended.

He confirmed that the incident took place two weeks ago during a reported altercation involving the teacher, who is a licensed firearm holder, and a male student.

“The matter has been reported to the board, the board convened an emergency meeting (and) instructed the personnel committee to examine the incident,” he told RJR News.

He said the teacher was suspended to facilitate the hearing into the incident.

The team is expected to leave on Friday 28th April to arrive for the event scheduled to serve off from Saturday 29th  to Monday May 1st.

Five male juniors namely Arden Rosemond, Ronaldo St Juste, Nate John, Orlando Augustin and Saneil Bernard; and three females Alysa Elliott, Alannah Bousquet and Iyana Paul will be competing.

Chaperoning the junior team is the Administrator of the St. Lucia National Tennis Centre Ms. Scyla Murray serving as coach and three tennis parents Kizzy Flood, Nicole Edgecombe and Anthea Bousquet.  The team expects to emerge victorious in this junior event competing against counterparts from Jamaica, Anguilla, Trinidad & Tobago, Costa Rica, British Virgin Islands, U.S Virgin Islands and host nation Antigua.

This tournament is the second leg of the 2017 COTECC 12 & under circuit, St Lucia to host the third leg in July.

The St Lucia Tennis Association wishes to take this opportunity to thank the entire tennis fraternity who assisted in cash and kind to assist the athletes with the cost of this trip.

Lawyers for Dr David Dao, 69, say a condition of the payout is that the “amount remain confidential”.

United boss Oscar Munoz “said he was going to do the right and, and he has”, Dr Dao’s lawyers said in a statement.

Dr Dao was violently removed by airline law enforcement officers after refusing to give up his seat to United staff.

Video of the bleeding Vietnamese-American doctor went viral online and sparked international outrage.

The airline had asked Dr Dao to leave his seat in order to allow four United staff members to get from Chicago to Louisville.

He refused, saying he had patients to see the next day.

Mr Dao’s lawyer, Thomas Demetrio, said his client “has become the unintended champion for the adoption of changes which will certainly help improve the lives of literally millions of travellers”.

The scholarships are provided by the St. Josephs Convent Alumnae Association in Toronto.

Ms Leeryk A. De Lima, a student of Sir Arthur Lewis Community College, was awarded the Emily Ogilvie Memorial Scholarship, while Ms Darlene M. Francis, a student of the International School, Saint Lucia, will receive the St. Josephs Convent Toronto Alumnae Association scholarship.

The Emily Ogilvie Memorial Scholarship is worth two thousand Canadian dollars while the SJC Alumnae Association scholarship is worth one thousand dollars.

Emily Ogilvie, nee Steele, was an alumnus of Saint Josephs Convent and was a founding member of the association in Toronto. She served as president for five years.

According to the associations president, Mrs. Althea Regis, the association was looking for students with demonstrated leadership skills, as well as creativity and above average intelligence.

Both young ladies demonstrated an abundance of those qualities. We look forward to great things from them in the future. We are so pleased to be able to assist them in their educational journeyshe said.
