Accident in Marigot

Minutes after reports of an accident on the Bexon Highway this morning, St. Lucia News Online received reports of an accident in Marigot with similar details.

A car and a pickup collided on the Marigot Highway, near the playing field, around noon. At least one person sustained injuries. The condition of the person is unknown at this time.

An eyewitness told SNO: “The car was going up towards Castries, the pick-up was coming out of the junction to head down towards Anse La Raye. The pick-up swung out in front the car.”

Principal driving force behind A HISTORY OF ST LUCIA was Dutch-born Jolien Harmsen, one of the three authors, who has lived in Vieux Fort since 1994 and holds a PhD in Social History based on research done on the island.

Another author is former Director of the St Lucia National Trust Robert Devaux, who has spent a lifetime promoting the conservation of St Lucia’s natural and cultural heritage and has several published works to his credit.

The trio of authors is rounded off by journalist Guy Ellis, whose career has run side by side with the island’s more recent past and who has written books on St Lucia as well.

Policeman injured in accident

A police officer attached to the Micoud Police Station sustained minor injuries in a vehicular accident in Vieux Fort on Saturday evening, August 30.

The Special Services Unit (SSU) pick-up, which was reportedly on loan to the Micoud Police Station, overturned in Augier around 6 p.m.

Sources say the officer was returning the pickup to the SSU when the accident occurred.

This was reportedly the fourth accident involving a police officer in less than a week.

One of the accidents resulted in the death of 40-year-old SSU police officer Allen Randy Abbott of Grand Ravine, Dennery.

According to a police press release, a motorcycle (registration number PK4795) driven by Abbott with 40-year-old Johanna Dominic of La Ressource, Vieux Fort on the pillion seat, collided with a minibus (M751) driven by 49-year-old Marcus Mathurin of Cedar Heights, Vieux Fort at about 12:50 a.m. on Monday, August 25 on the Laborie/Vieux Fort Highway.

Dominic is currently in stable condition at hospital.

Airport worker found dead in bathroom; suspected sudden death

An airport worker was discovered dead at his residence in Dierre Bois, Augier, Vieux Fort on Saturday, August 30.

Sources say the  man, known as ‘Jug Head’, worked in the towers of the Hewanorra International Airport. He is believed to be in the 30-40 age range.

He was discovered in his bathroom.

Sources say investigators are treating the case as a sudden death until the results of the post mortem.

Former police commissioner injured in accident

The driver injured in this morning’s accident on the Bexon Highway has been identified as a former commissioner of police.

Cuthbert D. Phillips, who served as commissioner from 1982 to 1988, was treated for minor injuries at Tapion Hospital.

The 71-year-old reportedly sustained a laceration to the head and “a couple other body blows”, according to a reliable source. He was discharged from hospital.

Reports are that a pickup driven by Phillips collided with a car around 12 noon.

It is believed that the car was exiting a secondary road when it collided with the pickup on the main road. The secondary road leads to Ferrands Dairy.

UPDATE: Guyanese man dies after stabbing attack

A Guyanese man has succumbed after he was stabbed in Ciceron, Castries early Saturday morning.

Reports are that the victim, 34-year-old Cedolf Hunte of Ciceron, was attacked by four masked men at around 2:40 whilst playing cards with friends in the community.

A stab wound under his right arm is believed to have resulted in his death.

An eyewitness told St. Lucia News Online (SNO) that he saw when Hunte collapsed and fell on his back. The eyewitness said Hunte may have suffered a serious head injury based on how he fell.

The source said after Hunte fell the perpetrators ran, and a few residents gave chase.

Meanwhile, Hunte’s stepmother Rufina Francis told SNO that he was also robbed of cash. Francis said it is believed that two men known to the community may be responsible for his death.

She told SNO that Hunte was driving a van sometime late last year, which was robbed of goods. The owner of the van and Hunte, at the time, confronted the men who they believed were responsible.

Since then, the person who was allegedly responsible for the break-and-enter, had told people in Ciceron that he will stab Hunte.

Relatives have alleged that the suspect and another friend from La Toc may be responsible for the stabbing incident.

Francis described Hunte as a hardworking individual, who liked to keep to himself.

Hunte was a construction worker and had been living in St. Lucia for about seven years.

 The funeral service of the late Police Constable #280 Allen “Randy” Abbott, will be held at the Bois Jolie Seventh Day Adventist Church in Dennery on Sunday, September 7, 2014 at 1:00 p.m.

Prior to the service, the body will be exposed for viewing at the Police Auditorium on Bridge Street, Castries from 9:00 a.m.

At 10:00 a.m. the officers will march from the Police Auditorium to Inner Relief Road, Castries. The officers will then fall out and proceed to Dennery.

For the second parade, the officers will march from the junction of Dennery and Bois Jolie road to the Bois Jolie Seventh Day Adventist Church where the funeral service will take place.

The body will be interned at the La Ressource Cemetery.


Ebola medical team now stationed at George Charles Airport; other ports of entry being considered

PRESS RELEASE -
The Ministry of Health, Wellness, Human Services and Gender Relations continues its overall process of readiness to the global Ebola threat by strengthening port surveillance through the inclusion of nurses at the country’s main international airport, the Hewanorra International airport.

Such assistance is also being provided at the George F.L. Charles Airport. Similar arrangements are actively being considered for other ports of entry.

The employment of this strategy facilitates the identification and tracking of arriving passengers who may be at risk for exposure to the Ebola virus due to their travel history.

Ebola is a viral disease which is spread through direct contact with the secretions and body fluids of infected persons or animals. This disease is not endemic to St. Lucia and as such the risk of infection to general members of the public is low.

However, the possibility exists that the disease may be introduced into our island, from a traveler (national or non-national) who may have recently been to West Africa and who may have had contact with infected animals or persons during their stay in West Africa.

The Ministry of Health has put all health facilities on ‘Ebola alert’ and has commenced the training of health care workers in the management of the Ebola Virus. Isolation rooms have been identified in the relevant institutions and the necessary infection control measures have been instituted. Protocols have been developed in conjunction with other stakeholders to ensure a coordinated approach in the event of a suspected case on the island.

The Ministry of Health has collaborated with the Saint Lucia Fire Service, Customs and Excise, Immigration, Saint Lucia Air and Sea Ports Authority to facilitate the coordinated management of the Ebola threat to the island.

Ebola sensitization has been done for Customs and Excise in the north and south of the island. Other staff at both airports have been sensitized on the Ebola Virus by the Ministry of Health’s Outbreak and response teams.

The focal points of all of the medical schools and the hotels are working closely with the National Epidemiologist at the Ministry of Health in the surveillance of students and visitors arriving on the island. Such active surveillance will also be extended to religious institutions, other tertiary schools and other entities with frequent clients from countires affected by Ebola.

PRESS RELEASE – #saintluciarocks will become the latest call to action as the Saint Lucia Tourist Board launches a highly interactive fun-filled social media campaign involving the island’s iconic twin peaks – The Pitons.

#saintluciarocks is a five month campaign that will run from August 11th – December 31st, 2014, with the goal of showcasing Saint Lucia as the coolest Caribbean vacation destination, through the use of various social media platforms including Facebook, Twitter, Pinterest and Instagram.

As part of the campaign, Saint Lucians and visitors alike are being encouraged to share imagery via social media of themselves, friends and family ‘Touching the Top’ of the iconic Saint Lucian Pitons, in any unique way they can imagine always tagging the photo with #saintluciarocks
“Like the National Flag and the Saint Lucia Parrot, the Pitons are etched into the social fabric of our nation,” noted Director of Tourism Louis Lewis.

Designated a UNESCO World Heritage site for a decade now, the iconic twin peaks are synonymous with Saint Lucian identity. “What better call to action can there be than to have all citizens and our many visitors alike who are greeted by their stunning beauty upon entry to our shores, to symbolically reach out and attempt to ‘Touch the Top’ of the Pitons,” exclaimed Lewis.

Visitors and Saint Lucians can ‘Touch the Top’ of the Pitons from many vantage points including the two viewing sites upon entry into Soufriere and Tete Paul.

To ensure a highly successful campaign, the Tourist Board has rallied all industry partners by way of encouraging them to inform their friends and clients to ‘Touch the Top’ of the Pitons and share their photos via social media.

The campaign is being supported by robust digital marketing, print advertising, public relations and a direct push to consumers by members of the tourism industry as a whole and regional marketing managers in key overseas markets.

Gwan fèt lawòz

PRESS RELEASE - When morning broke on Saturday August 30th, the eastern sky ushered in a brilliance and beauty befitting the arrival of a well-loved, esteemed and honoured guest.

The wait had seemed endless, but now with the earth’s revolution around the sun complete, the day was finally here. Members of the Lawòz society would at last be able to celebrate the feast of St. Rose of Lima.

Groups from Laborie, Dennery, Castries, Choiseul, Belle Vue, Desruisseaux and Monchy congregated at the Minor Basilica of the Immaculate Conception for a mass that would typically begin the day’s celebrations. The church service was attended by the Deputy Governor General, Emsco Remy; Minister for Tourism, Heritage and the Creative Industries, Honourable Lorne Theophilus; Kings and Queens of the eleven (11) participating groups accompanied by their royal entourages as well as members of the Saint Lucian public.

The pomp and pageantry, synonymous with the gwan fèt made it impossible for curious passers-by not to stop and look on in amazement at the spectacle before them. Although mesmerized by the glorious costumes carried so ably by the excited groups, bystanders could not resist taking photos and videos and on occasion moving a limb or two to the sounds of the drums and bahas which led the procession along Laborie and Peynier Streets.

The heavens it appeared, fully endorsed the day’s activities as the sun shone in its magnificence promoting an atmosphere reminiscent of Carnival Monday and Tuesday when visitors and nationals line the city streets to take in the splendour, the colour, the beauty and creativity of a people who unreservedly display elements of their heritage in spectacular fashion. Then as if sensing the need for some cooling from the mid-day sun, a light shower came just as the parade ended. Participants proceeded to the Castries Town Hall where they did some refreshing of their own by reinvigorating their bodies.

The festivities would then move to the Rodney Bay strip between the Baywalk and JQ Malls where the rose in full bloom would be on display. Master of Ceremonies, Gilroy “Ezi” Hall, clearly enamoured by the afternoon’s performances engaged the waiting crowd as they were thoroughly entertained. The days’ activities were preceded by several months of nightly singing rehearsals called “séances”.

The central figure in the séance is the “shantwel” or lead singer who sustains the spirit and tenor of the evening’s entertainment. This was no rehearsal. Far from it! As former calypso monarch of Saint Lucia, Menell Delice proved with an immaculate performance of a Lawòz medley. The Laborie, Grande Riviere Dennery, Castries, Ma Bé Bé, Choiseul #2 and Aux Lyons groups would follow in that spirit with theatrical performances boasting the magnificence of their society. The performances were sautéed with passion and soul, deglazed with dancing and drizzled copiously with singing.

New Starz Dance Company, an enthusiastic group of young men and women presented a contemporary dance piece, incorporating a number of dance styles, using the over-arching Lawòz theme. By this time, the crowd had grown significantly and the atmosphere was electrifying. The Dennery, Belle Vue, Desruisseaux and Monchy groups blew members of the public away with their dynamic portrayals to the extent that now the crowd was joining in the responsorial singing as well as the spontaneous calls to dance and be merry.

The grandeur of such a celebration; a grand feast; a gwan fèt; deserved nothing short of what was offered by Gwan Mouvman. This group of musicians as only they can, dazzled the crowd with their impeccable renditions of Lawòz favourites which had the entire Rodney Bay strip singing and dancing to the sounds of the trumpets, trombone, saxophone and drums.

By all indications, the future of this cultural extravaganza seems safe and secure as exemplified by the full and active participation of such a large number of young people in this year’s festivities.

Wouldn’t it be great if those Lawòz groups as well as La Marguerite groups could lead the Saint Lucia National Carnival Parade on Carnival Monday as of Carnival 2015, together with the French groups in one regional cultural explosion?

Mrs. Jeanne Lusca Claribel Cox Theophilus

Did you know Mrs. Jeanne Lusca Claribel Cox Theophilus, who was born in Choiseul on March 8, 1931, was home-schooled by her father until she attained the age of six?

Lusca was then enrolled at the Choiseul RC Girls’ School in Reunion. Since Lusca was an exceptionally gifted child, she completed her primary schooling within five years and began a teaching career at her alma mater at just 11 years old.

Between 1942 and 1946, Lusca Cox had gone through the four-level pupil-teacher stage – pupil-teacher 1 to pupil-teacher 4 and had graduated to the position of probationary assistant (PA). Each level of the pupil-teacher stage consisted of studies by correspondence and Saturday face-to-face classes in Soufriere.

Lusca was one of the few students who followed that regime of teacher education, never to have failed a course during her time. Upon achieving the teacher category of PA, she then wrote the examinations for the Saint Lucia Teachers’ Certificate of Competency. This award certified her locally as a trained teacher and provided her with all the rights to practice as a teacher within Saint Lucia.

In 1958, Lusca was selected by the Department of Education to pursue a two-year teacher education programme at the Erdiston Teachers’ College in Barbados. While she was a student at Erdiston, Lusca was immersed in the academic and extracurricular programmes of college life – she was a regular member of the college choir, she played netball and was a free-performing cast member of the Drama Club.

During that time two other Saint Lucian teachers, Georgina Sargusingh of Dennery and Irvin Dupre of Choiseul, were at Erdiston Teacher’s College. The course of study at Erdiston provided her with a trained teacher’s certificate that widened her sphere of practice, influence and competence in that she was then able to practice as a trained teacher in Barbados and the rest of the OECS countries.

Upon her return from Barbados in 1960, Lusca was appointed head teacher of the Choiseul RC Girls’ School. During her tenure as head teacher at Choiseul RC Girls’ School, Lusca became a supervising teacher, a position which took her around the country where she provided supervisory services in other schools on behalf of the Education Department.

Lusca’s Choiseul of the 1950s and 1960s was filled with much activity that engaged the young Teacher Cox and many other young male and female teachers in a wide variety of sporting and cultural events. In 1964 Lusca Cox was selected by the Department of Education to read for a Certificate of Education at Birmingham University, England. Lusca took every opportunity afforded to her in advancing herself professionally.

Upon completion of her programme at Birmingham in July 1965, she went to Foxlease (the international Girls’ Guides Headquarters) to enhance her skills as a trainer of trainers of the Girls’ Guides Movement. Lusca displayed a passion and interest in all areas of human development and was always ready and prepared to be of service to her humanity.

Upon her return from England in 1965, Lusca was asked by the Department of Education to return to her post as a supervising teacher. However, the local Catholic priest, Father Chauvet, would have none of it because he wanted her to return as head teacher of the Choiseul RC Girls’ School. Father Chauvet claimed that performance of students at the school had fallen below acceptable levels and he felt that Lusca Cox was the only person who could have provided the leadership and stability the school needed at that juncture. Lusca accepted Father Chauvet’s confidence in her and returned to the Choiseul RC Girls School and it was on September 5, 1967 that George Theophilus and Lusca Cox got married.

In 1969, Lusca Theophilus returned to the classroom, this time at the Morne Secondary School where she taught geography and English language. Her time at the Morne Secondary School was short-lived because a year later she had been transferred to the newly established Saint Lucia Teachers’ College (TTC) where it was felt that her skills and expertise were more needed. However, in 1975, Mrs Theophilus was seconded to the Saint Kitts Teachers’ College to serve as a lecturer of education. Her family’s move to Saint Kitts was precipitated by the appointment of her husband to a position at the then Eastern Caribbean Currency Authority in the same island.

Mrs Theophilus and her family stayed in Saint Kitts until 1981 and upon her return to Saint Lucia, she was re-appointed to her substantive post as lecturer of education at the TTC.

A year later she was appointed principal of the TTC at the retirement of Mrs Madgerie Thomas. Mrs Theophilus was affectionately referred to as “Ma Theo” by most of her students at TTC. The TTC was absorbed into the Sir Arthur Lewis Community College in 1986 and this changed Mrs Theophilus’ title to dean of Division of Teacher Education and Educational Administration (DTEEA). She held that position until 1993 when she retired from the teaching service.

In 1995 she joined her husband, George Theophilus, at Financial Investment and Consultancy Services Ltd (FICS) as corporate secretary/director, a position she held until her retirement from FICS in 1998.

Between 1998 and 2002, Ma Theo, as she was affectionately called, spent most of her time giving her service willingly to many causes that had an educational purpose – guiding etc.

Sadly, Mrs. Theophilus passed away on October 19, 2012.

Consulate General of Saint Lucia launches Mobile Consular Outreach Program

The Consulate General of Saint Lucia in New York is pleased to announce the launch of its Mobile Consular Outreach Program, an initiative aimed to extend consular services to nationals of Saint Lucia.

Beginning Thursday, September 4, 2014, consular services will be available at the Saint Lucia House, located at 438 E 49th Street, Brooklyn, NY, between Church and Snyder Avenues. Representatives of the Consulate General will make themselves available to assist Saint Lucian nationals monthly every first and third Thursday from 2:00pm to 8:00pm.

The Consulate General Mobile Consular Outreach Program also kicks off in Hartford, Connecticut this week on Saturday, September 6, 2014, with hours of availability from 10:00am to 2:00pm. Representatives of the Consulate General will be available at the Hartford Public Library located at 500 Main Street, Hartford, CT and will continue to make themselves available monthly every first Saturday.

The Consulate General Mobile Consular Outreach Program also offers a full range of services for citizens of Saint Lucia, including passport applications and renewals, National Insurance Corporation (NIC) applications, notarial services, and the like.

St. Lucia ranked in top 10 worldwide for highest alcohol consumption

A World Health Organisation (WHO) report on its 15-year global alcohol consumption survey ranks St. Lucia ninth for the highest per-capita yearly consumption.

The report also ranks Grenada fifth and the Bahamas 22nd.

St. Lucia’s yearly pure-alcohol consumption is 11.6 litres per capita, Grenada is 12.4 litres and the Bahamas at 10.34 litres per capita, yearly.

Researchers looked at all the different drinks people consume solely in terms of their alcohol content, which eliminates differences between wine, beer and spirits.

St. Lucia’s consumption works out to between about two to three drinks per person every single day.

A similar report released in May this year placed St. Lucia as the country with the second highest alcohol consumption in the Americas or 10.4 litres per-capita yearly consumption.

In that report it was noted that the Americas has the second highest per-capita alcohol consumption.

St. Lucia was among other countries that ranked high in the report such as: Grenada (12.5 litres), Canada (10.2 litres), Chile (9.6 litres), Argentina (9.3 litres) and the United States (9.2 litres).

Jamaica, Nicaragua, Guatemala, Honduras and Cuba recorded the lowest per-capita consumption in the Americas.

UPDATE: Firefighters continue sick-out today

A group of about 60 firefighters have decided to continue industrial action that started yesterday in light of the government’s failure to act upon recommendations from a Commission of Inquiry (COI) and to have other matters affecting them resolved.

Spokesperson for the group Damien Jn Baptiste told St. Lucia News Online (SNO) today, September 2, that the protest will continue until government step forward and seek to have their many issues resolved.

He said firefighters are serious about taking the protest to another level.

The fireman told SNO that while no meeting will be held today, the firefighters have planned a sick-out for the entire day.

Asked whether he has made any contact with the management of the Fire Service, Jn Baptiste said no, but explained that the officials are aware of their grievances.

Unless contact is made with these firefighters, Jn Baptiste said they will continue to stay away from work.

The group of firefighters met yesterday at the Mon Repos Multi Purpose Centre where they deliberated on the issues affecting membership of the Fire Service Association and the department. In the end, members agreed that the issues have been allowed to fester for too long by the authorities.

According to a post on the Saint Lucia Fire Service Association’s Facebook page yesterday: “A petition was signed by everyone present and a correspondence written and addressed to the chairman of the Public Service Commission (PSC), informing him that fire personnel have agreed to immediately withdraw their services (stay home) ‘until we are positively engaged in action aimed at speedily resolving the existing issues that continue to plague the Fire department.’ The letter was hand delivered to the PSC by a contingent of persons who attended the gathering. This is therefore a call to all members to stay home until the authorities are willing to engage us in resolving our long outstanding issues. If we stand divided, we will all fall united.”

Deputy Fire Chief Lambert Charles told St. Lucia News Online (SNO) yesterday that the sick-out has affected operations at both the Dennery and Vieux Fort fire stations. However, the fire official did not confirm or deny that it was a protest.

Charles had said that information gathered suggest that the firefighters are seeking an audience with government and not the management of the Fire Service.

“I couldn’t say how it will result if that is what they want,” he stated.

He also pointed out that while some firefighters reported that they attended a meeting yesterday, permission was not granted in that regard.

During a similar protest in June, which lasted for one weekend, the Fire Service had plans to fill the gap with a team from St .Vincent and the Grenadines, in case of further industrial action.

The firefighters have said they are fed up with the management of the Fire Department and are concerned that the recommendations of the COI into the Fire Service have not been implemented.

SNO was unable to reach Charles for another comment, as well as the permanent secretary in the public service ministry.

UPDATE: Motorcyclist, driver in Marisule accident identified

A motorcyclist was admitted at hospital following a collision with a vehicle in Marisule, Gros Islet this afternoon.

The injured man has been identified Silas Isidore of Marisule.

His bike made contact with a Toyota Mark 2 (registration PB#5446) around 4:30 p.m. The car was being driven by Neal Fontenelle of Rivierre Mitant, Gros Islet.

Isidore sustained a broken leg, bruised  arm and is complaining of neck pains, sources say.


Marchand football club to hold walk

The BIGPLAYERS Football Club has organized a health and fitness walk which is scheduled to take place on Sunday 28th September 2014.

The purpose of the walk is to encourage people to get involved in exercise as a means of maintaining healthy bodies and alert minds and to build unity among the youth and general community.

The theme for the walk is “Building togetherness through Sports, fitness and health”.

The Marchand Community possesses notable talents in Football and Sports and is the home of the Mindoo Phillip Park which has been utilized for shaping and building several Sporting Professionals around St. Lucia. The Club is of the opinion that this walk will display community spirit and focus on some of the positive attributes which exist.

The walk is scheduled to commence at 6:30 am at the Marchand grounds, and will proceed down Marchand road onto Chaussee road then up Leslie Land and through Water Works to Bocage through Ti Rocher, to Old Victoria Road, down through Rock Hall and back to the Marchand grounds. The walk will culminate with health talks, tests for diabetes and hypertension and various recreational sporting activities.

The Marchand Branch of The Royal St. Lucia Police Force and the District Representative, Honorable Phillip J. Pierre have endorsed this activity and are working with the club to ensure the event is a success.

The Big Players Football Club is currently holding discussions with some sections of the private and public sector who have indicated their interest in providing support for and participating in the event.

BIGPLAYERS FOOTBALL CLUB is a youth sports and community organization based in the Marchand Community. Bigplayers Football Club is one of the most prominent and successful football clubs in St. Lucia and is the current SLFA Premiere League defending champions.

All fitness enthusiasts’ sportsmen and sportswomen, sporting organizations and the general public are invited to participate. Individuals and groups can register at the office of the Ministry of Social Transformation in Marchand or with members of Big Players Football Club
