Founder of AcuExam (www.cxc-exam.com) , Surendra Dhanpaul said though the app is in no way affiliated to the Barbados-headquartered CXC, the app allows students to answer multiple choice questions in preparation for a CXC Exam and will soon offer problem questions with answers in keeping with the Math syllabus. The app is free to use, however, the company is accepting contributions. The yearly contributions to the app, he says, can be paid for by debit or credit cards, PayPal or by cheque.

Dhanpaul hopes that the Caribbean can take the production of apps more seriously calling it “the new cottage industry” having the potential to earn the region significant foreign exchange. “Apps and building apps is somewhat of a new export product. Wherever it is that you are sitting, you can have an idea for an app, you can build your apps where people in other parts of the world such as North America and Europe can purchase it or earn revenue from ads,” he said.

Pointing to a University of the West Indies (UWI) study that highlights the importance of technological mobility in teaching-learning, Dhanpaul reiterated the importance of Mathematics, but figures show a declining performance in recent years. “Mathematics is a subject that every single student must take and there is a consensus within the Caribbean that students are finding it increasingly difficult to grasp concepts in Mathematics and being able to pass the exams with high rates,” he said.

Regional leaders are expected to approve the Draft Road Map for Caricom’s Single ICT Space when they hold their mid-term summit in Guyana on February 16 and 17. Sources said the Road Map would pave the way for the formulation of a Work Plan that would embrace app developers and jump-start much needed interest among political directorates across the Caribbean.

“I am not sure that the applications economy is really in the minds of Heads of Government yet so that they understand the benefit and the role of those important people,” said another well-respected official in Guyana’s ICT sector.

The Founder of CXC-Exam.com called on teachers and students to leverage mobile technology such as computers, smart-phones and tablets as effective mathematical teaching-learning tools. “Use your smart-phones smarter. Download educational apps such as this one. The Smart-phone is only as smart as the user and it is the future of learning, it is the future of taking exams and it is the future of a lot of things,” said Dhanpaul.

He assured that the randomized Math questions and answers-currently totaling 3,000. The special system has the capacity to generate thousands more accurately and following the CXC’s syllabus as well as the related profiles of knowledge, application and interpretation. The team includes a Grenada-based Standards Consultant who has reviewed the questions and ensured they are on par with CXC standards.

st-lucia-boxing-glovesPRESS RELEASE – The Government of Saint Lucia, corporate entities and private citizens are continuing to show an unprecedented outpouring of support, for the efforts of the Saint Lucia Boxing Association (SLBA), in upgrading the national boxing gymnasium.

Sports Minister Hon.Edmund Estaphane recently visited the project site where he assessed the status of ongoing works and pledged government`s commitment to its successful completion. The Minister also immediately sourced construction material funded by the Saint Lucia National Lotteries Authority as a  donation towards the project. He said he was pleased with the efforts of the SLBA and it would be remiss of him not to support.

Mr Nicholas John of the Hewanorra House has also donated seven hundred (700) concrete blocks for the project. Mr John noted that he has admired the progress of the project, which is situated along his daily commute and so he was pleased to make this investment in something like this which will positively benefit the nation`s youth.

CO Williams company limited has also financed the casting of the entire extended surface, as part of the company`s corporate responsibility to give back. The company says it stands ready where possible, to support projects that benefit young people.

The President of the SLBA Mr David “Shakes” Christopher also recently received a cheque from Courtesy Taxi Cooperative Society Limited, for the purchase of supplies currently needed for the project. Courtesy Taxi President Mr George Joseph says his membership is pleased to support Mr Christopher who is one of their own. He added that his Association recognises the effort of the SLBA as worthwhile.

The Saint Lucia Football Association, Mr Alvin Malaykhan, Miss Julie Bonnet and Mr Trevor Daniel all of whom are good friends of national boxing, have also made donations.

The (SLBA) expresses heartfelt gratitude to everyone who have so far made investments in the project.

Financial help is being sought for a Cap Maison employee who was involved in a horrific traffic accident just over a week ago.

Lee Henry of Morne Du Don, Castries broke both legs when his motorcycle collided with another motorcycle on the Vide Boutielle Highway around 10:40 p.m. on Wednesday, Feb. 8.

He was reportedly on his way home from work.

The condition of the other motorcyclist is not known.

A GoFundMe page has been set up to raise funds to offset Henry’s medical fees. CLICK HERE to help.

According to the website, “Henry needs help with medical fees both for the operations to fix the breaks and then physiotherapy to help get him back on his feet”.

“We estimate that these costs will be 15,000 pounds sterling. Thank you for the good thoughts for Lee and we are all grateful for your help,” the website states.

Lee has worked with Cap Maison for the past four years at The Naked Fisherman and lately as sommelier (wine waiter) at The Cliff.

The injuries have put Henry “out of action” for the next 12 months, according to the website.

pearl_of_the_caribbeanPRESS RELEASE – The National Workers Union (NWU) is pleased with the engagement of groups, stakeholders and other concerned interests on the proposed two billion DSH investment project for the southern part of the country.

The NWU is also firm in its opinion that a certain level of democracy is still alive in Saint Lucia which has provided political parties the opportunity to share with the country their areas of deep concern on the said DSH project.

The time has come for serious decision making. We should now put in a national package all the said contributions on the project, get it right and move on with the project. We cannot ignore the fact that unemployment is still at a high level in the country and the southern part of the island is of great concern in that respect.

We must now work towards stability and job creation.  We cannot, at this time in the history of our economic development turn away would be investors to our shores.

PRESS RELEASE – The International Cricket Council (ICC) today announced that following remedial work and reassessment, the bowling action of West Indies Marlon Samuels has been found to be legal, and the player can now resume bowling in international cricket.

On 29 January, Samuels underwent a reassessment of his bowling action at the National Cricket Performance Centre in Loughborough where it was revealed that the amount of elbow extension for all his off-spin deliveries was within the 15-degree level of tolerance permitted under the ICC regulations for the review of bowlers reported with suspected illegal bowling actions.

The umpires are still at liberty to report Samuels if they believe he is displaying a suspect action and not reproducing the legal action from the reassessment. To assist the umpires, they will be provided with images and video footage of the bowler’s remodeled legal bowling action.

If Samuels is reported again, he will be required to undertake further analysis of his bowling action at an ICC accredited testing centre.

Samuels was last reported during the Galle Test against Sri Lanka (19 October 2015) and was subsequently suspended for 12 months in December 2015 after an independent assessment revealed he had employed an illegal bowling action for the second time in 24 months.

Laptops-for-students0PRESS RELEASE – The Saint Lucia Labour Party is horrified by comments made by Prime Minister Allen Chastanet on a local radio call-in programme where he said, that there was no budgetary allocation for laptops made available to students by the Labour Government.

Hence the reason why the UWP government was not guaranteeing laptops to students for the year 2017.

It is passing strange that the Prime Minister would cast blame at the Labour Party for his government’s failure to make the Computer Literacy education of the children of Saint Lucia a priority.

The Prime Minister’s excuse is inaccurate as it has been clearly stated that the computers made available in 2016 to our children was a gift from the Government of Taiwan. The UWP Government should have ensured that the gift was received again this year. We are aware that the Government of Taiwan was willing to provide the computers in 2017.

The UWP Government should explain how activities such the consultancies, contracts and audits which were NOT budgeted could have been provided for. In the same way, if not budgeted for, the computers could have been treated in likewise manner.

In any event, the SLP wishes to point out that the fiscal year ends in March 2017 and there is adequate time for the UWP government to make the allocation for computers in its 2017 – 2018 budget.

These excuses are misleading and demonstrate the low priority that the government has placed on the preparation of the children of Saint Lucia for the world of work that demands computer literacy.

The Saint Lucia Labour Party is calling on the government to re- instate the laptop initiative immediately.

unnamed-2PRESS RELEASE – The St Lucia Youth Business Trust (SLYBT) is the recipient of US$15000.00 grant from the parent company of Tropical Shipping, Saltchuk Company.

Saltchuk is a privately owned family of diversified transportation and distribution companies headquartered in Seattle and provides air cargo, domestic and international shipping and logistics, marine services throughout North America and the Caribbean. Saltchuk Caribbean Regional Giving Committee pool resources from their operating companies and allocate funds to impact youth development and post-secondary education programs.

The grant will be used to assist young promising entrepreneurs between the ages of 18 to 25  across all sectors and backgrounds in launching their business. Eligible participants will be required to participate in the SLYBT Youth Entrepreneurial Program.

The St. Lucia Youth Business Trust is a non-profit organization that provides youth, island wide, the opportunity to develop their business ideas and strengthen their ventures. Over the years, the SLYBT has helped hundreds of youth gain economic independence through the provision of mentorship, personal development training and a venture enhancement series.

The presentation was made to the 1st Vice President of the Chamber of Commerce, Industry and Agriculture and Trustee of the St Lucia Youth Business Trust, Mr. Christian Husbands at the St Lucia Business Awards on Saturday January 28th 2017.

In presenting the cheque, Island Manager of Tropical Shipping, Mr. Gerard Bergasse confirmed his company’s commitment in youth development stating, “Tropical Shipping is very pleased to be involved with the St. Lucia Youth Business Trust; we see this as an opportunity in helping young people become enterprising and hopefully making them part of the business community; something we feel will help the youth in the region.”

He went on further to challenge individuals present to support the Youth Business Trust and help young people become part of the business community.

Saltchuk made a similar donation in the amount of US$10000.00 to the Barbados Youth Business Trust and over the last decade, Saltchuk have given an average of $2.5 million annually, to communities in which they serve.

at-home-hiv-test-1024x678JAMAICA OBSERVER – At least five primary school students have tested positive for the HIV virus and several others have engaged in sexual activities “willingly” Parliamentarians in Trinidad and Tobago have been told.

Appearing before a Joint Select Committee (JSC) of Parliament on Wednesday, officials from the Ministries of Education and Health confirmed that the five students, aged seven to 11, and including three girls were receiving treatment.

“They will remain in the system unless their health factors should warrant that they should be removed,” said Guidance Officer in Ministry of Education Darlene Smith, noting that the ministry believes in inclusive education and they should be treated in the same manner as other students.

Addressing the JSC on the incidence of sexually transmitted diseases (STDs), specialist medical officer Dr Aruna Divakaruni said a significant number of school aged children had sought the services of the Queen’s Park Counselling Centre.

“Most of them are school children. They have older partners. Most of the time they are abused by stepfathers or a brother or cousin or somebody like that,” she said, adding “others [are] engaged in sexual activity willingly”.

PRESS RELEASE – On Thursday, February 16, 2017, Gilroy Gaston, was formally charged in relation to the shooting death of thirty nine (39) year old Yves Rene alias “Nazarene” of Fond Mange, Marigot.

Gilroy Gaston was charged for the offence of Death caused by gross negligence or recklessness, Contrary to Section 92 of the Criminal Code Chapter 3.01 of the Revised Laws of St. Lucia 2013.

He was subsequently bailed in the sum of fifteen thousand dollars ($15,000.00) cash or suitable surety. The following are also conditions of his bail: to surrender all travel documents and identification card, not to apply for travel documents without the courts permission, not to leave the state without courts permission and to report to the Micoud Police Station between 7:00 a.m. and 7:00 p.m. on Wednesdays and Saturdays.

On Sunday, January 8, 2017, during a police operation, at Fond Mange, Marigot, Yves Rene was fatally shot. A post mortem examination conducted upon the body revealed that he died as a result of brain and neck injury secondary to shot gun injury.

Frustrated, angry and dejected.

That’s exactly how Tammara Raveneau says she feels after her nine-year-son was taken from her care several years ago for what was described by the police and the Department of Human Services as physical and verbal abuse.

She said over the years, she has made at least seven court appearances on the matter which has left her “fed up”. Her last court appearance was Wednesday, and according to her she has more to make.

According to Raveneau, the court gave her the right to visit her child for 30-minutes under supervision after six months. She added that the court also ordered her to take a course at the National Skills Development Centre (NSDC) in Vieux-Fort and classes on parenting, which she has completed.

“No…that’s not enough time to see my child… ” she said.

She said her child was diagnosed with Attention Deficit Hyperactivity Disorder and adjustment disorder.

Raveneau, who had her right hand amputated several years ago after it was infected with a tumor, lamented she had to do certain things she would not do under normal condition to raise her two children. The unemployed mother said her physical condition makes it difficult for her to get a job.

“I took it real hard…” she lamented.

She admitted that she has assaulted her son over the years, but not to the extent that it was described by the police, and she did so, only after she was assaulted and abused by him.

“When I beat him he would beat me back…” she said.

Raveneau, who described her son as a “miserable child” said over the years, he has been in the care of three foster parents and the New Beginning Transit Home, alleging that he was abused at the home. She said some of the things he has done to her and names he has called her are unbelievable.

She showed this reporter a cell phone video of him packing some of his clothes to throw away.

According to Raveneau, her son, who attends a primary school in the south of the island, has been a problem child from the age of three.

“Everyone making it look like I am the bad one. I am not…” she said.

Raveneau said the police described her son’s behaviour as “rebellious”.

2017-02-17-15_15_31-170216-china-venezuela-number-790-cooperation-agreements-in-strategic-areas-docPRESS RELEASE – Through the High-Level Joint Commission, shared by Venezuela and the People’s Republic of China since 2001, 790 cooperation projects have been developed to enhance development of strategic areas.

This commission, which emerged as a result of the Cooperation Framework Agreement, signed between late President Hugo Chavez and his Chinese counterpart Jiang Zemin, currently includes the implementation of 90 projects in sectors such as energy, oil, education, health, technology, trade, agriculture, infrastructure, industry, culture and sports.

These cooperation agreements have resulted in projects –mostly funded by the Chinese-Venezuelan Fund– such as the construction and extension of rail lines of subway systems Valencia Metro and Maracaibo Metro, the construction of urban development complexes through the Great Housing Mission Venezuela, the reconditioning of roads and the expansion of the road transport system nationwide.

In addition, Venezuela put two satellites into orbit thanks to the cooperation with China: Simon Bolivar satellite, launched on 29 October 2008; and Miranda, released on 28 September 2012.

As for energy and oil, Caracas and Beijing committed to increase 227,000 barrels a day of crude oil through the strengthening of joint ventures Petrozumano, Petrourica and Petro Sinovensa, and the conditioning of 500 light crude oil wells.

By November 2016, China and Venezuela totaled 18 oil projects, with an investment of around 5,000 million dollars.

In addition, the partners agreed to implement projects related to gas and oil pipelines and conditioning of deepwater ports, especially in the port of Araya, in Sucre state.

On the other hand, an investment of 7.6 billion bolivars and 5.5 billion dollars has been made in electricity infrastructure, with 102 joint projects under development, according to figures issued at the end of last year.
Since the arrival of the Bolivarian Revolution, both nations have expanded their confidence to the point that China is currently Venezuela’s second trading partner, while the Bolivarian nation is the fourth largest investment destination for the Asian giant.

climate-change-storms-caribbean-hurricane-weather5PRESS RELEASE – The Department of Sustainable Development is pleased to inform that the Caribbean Community Climate Change Centre (CCCCC) has signed an Agreement with the United States Agency for International Development (USAID) for the implementation of the Climate Change Adaptation Programme (CCAP) in the Eastern and Southern Caribbean (ESC).

The CCAP will be for an amount of up to US$25.6 million for the ten (10) participating countries in the ESC region and will be implemented over a four-year period, ending in September 2020.

The Programme is to reduce risks to human and natural assets resulting from climate vulnerability, and purposefully, to strengthen an integrated system for the development, implementation and financing of sustainable adaptation to climate change in the ESC region.

The CCAP will implement activities under three technical components as follows:

  1. Component 1: Climate data and information used in decision-making.
  2. Component 2: Innovative adaptation approaches demonstrate proof of concept necessary to secure international financing.
  3. Component 3: Climate financing for the scale-up and replication of cost effective, sustainable adaptation initiatives secured.

In light of the foregoing, the Department of Sustainable Development will be holding focus group discussions with stakeholders on February 20 and a broad based discussion for all stakeholders on February 21.

unnamed-6PRESS RELEASE – The Green Globe certified resort chain, Bay Gardens Resorts has discontinued the use all Expanded Polystyrene (EPS) products throughout their properties.

Expanded Polystyrene (EPS) products are very harmful to the environment as they are manufactured from non-renewable fossil fuels and synthetic chemicals which cannot be recycled or reused.  Studies have shown that animals sometimes mistake EPS for food which can kill them.  In the case of turtles and fish not only can they not digest it, but the foam could contain poisons, that it has absorbed from contaminants floating in the water.

As of December 1, 2016 the use of Styrofoam cups, plates, trays and clamshell containers were discontinued and replaced with new biodegradable alternatives.  

Although more costly, the organization is of the opinion that this is a small sacrifice towards achieving a healthier environment for everyone, hence reducing our carbon foot print.  The use of EPS products has already been banned in over one hundred (100) U. S., Canadian, European and Asian cities. In addition, the Prime Minister of St. Vincent and the Grenadines, Dr. Ralph Gonsalves recently announced that effective May 1, 2017, the importation of Styrofoam products will be banned and the removal of Value Added Taxes on biodegradable packaging and food containers will be implemented.  

Although the island of Saint Lucia has not yet adopted this trend, it is our hope that with Bay Gardens Resorts taking the stand to discontinue the use of all EPS products and utilize biodegradable alternatives that we can initiate a domino effect among food service establishments and eliminate the use of Expanded Polystyrene (EPS) in our nation.

london-heathrow-airportATLANTA BLACK STAR – Florida immigration attorney Dahlia Walker-Huntington is warning Caribbean nationals with green cards who have been charged with a crime in the United States to postpone overseas travel.

In spite of a ruling from a federal court stopping the Trump administration’s executive order banning travelers from seven predominately Muslim nations, Caribbean nationals living in the U.S. are nervous. The attorney spoke at a recent immigration forum at Holy Family Episcopal Church in Miami Gardens, Fla., and stated that non-U.S. citizens are still exposed to the ban’s negative implications.

Walker-Huntington stated that local law enforcement has been re-ordered to function as immigration agents by the Trump administration, a stipulation dropped during the Obama era.

Caribbean nationals who may have committed minor offenses in the past who now may want to travel or apply for citizenship are advised not to travel.

“If you are a green-card holder and you were arrested, even if you were not convicted or even if the case was dismissed, do not travel, as you may be caught and be unable to return,” she said.

stewart-vine-foot-jolly-beachANTIGUA OBSERVER – Jolly Beach Resort & Spa could be facing a lawsuit if it fails to respond “favourably” to complaints made by a British man who claims that what appeared to have been an “innocuous” injury he sustained in the hotel’s pool, last September, is responsible for one of his toes being amputated.

From his home in Tynemouth, England, Stewart Vine, a diabetic, told OBSERVER media that he’s undergoing a rigorous medical regimen that includes taking 16 antibiotics daily, as doctors try desperately to stave off further amputation.

“The amputation wound is healing but there is an infection in the bone. The doctors have not said how much of my foot they would have to take off but they would probably have to amputate midway up my calf,” he said.

“I’m on sleeping tablets, it’s really got me down and depressed the fact that I cannot do my normal job. I am seeing a psychiatrist. My life has changed drastically.”

The Brit is also wearing an air cast; he has to be immobile, with the leg elevated.

unnamed-7PRESS RELEASE – The Embassy of Mexico has the great honour to inform the people of Saint Lucia that the Dennery Water Supply Redevelopment Project was officialy launch on Friday, February 17th, 2017 at the Grande Riviere Human Resource Centre.

The objective of the project is to ensure a sustainable solution to the current water situation in Dennery North by increasing the supply and improving the quality of the water being delivered. We expect this project to benefit around 10,000 people from the community and for the first phase to be completed by the end of 2017.

The Government of Mexico is co-finanzing the project together with the Government of Saint Lucia. In the side of Mexico, the Mexican Agency for Internacional Development Cooperation (AMEXCID) is responsible for the finance, which is part of the efforts to contribution to the development of the Eastern Caribbean States with funds from the Infrastructure Fund for Latin America and the Caribbean Countries.

unnamed-9PRESS RELEASE – On Friday February 24th, Trinity Christian Early Childhood Centre in beautiful Bisee will be holding its first annual National Colours Sport Day beginning at 8:30 AM.
 
The program will include prayers and devotion for the nation revolving around the theme “I am St Lucia.”  A guest speaker representing St Lucian culture will be speaking to the children and guests followed by a sports competition for parents and children.  The program is scheduled to finish about noon. 
 
Pastor Tom Spiegelberg commented, “The Apostle Paul spoke to the people in Greece and reminded them that it was a God who put them where they are.  I think it is a great way to remind children and adults the same thing.  We are St Lucian because God caused you to be born here.  This is a great thing to celebrate and remember. The festivities like we are hosting at Trinity Lutheran help to foster both a sense of national pride and thankfulness to God fo rwho he has made us.”

unnamed-10PRESS RELEASE – The Mayor of Castries has expressed his commitment to rid the capital of stray dogs.

His Lordship Peterson D. Francis remains concern but resolute in his aim after pronouncements sometime last year that there was an immediate need to clear the City of Castries of the stray animals.

“The number of stray dogs in the country’s capital will decrease drastically over the course of the next few weeks. We will get rid of the stray dog problem in a humane manner,” he asserted.

It has been estimated that over 100 stray dogs wander the streets of Castries. They serve a nuisance and can be seen scattering trash all over the streets.

According to Mayor Francis, “the responsibility should be leveled at dog owners and communities within close proximity to the capital. They should be blamed for the increasing stray dog population in Castries, adding that a private company had been contracted to clear the City of stray dogs. We know the many problems associated with the pooches. It is unhygienic, poses as a health risk to members of the public and an eye-saw in certain cases”.

The Castries Mayor expressed that the problem is not solely in St. Lucia, but also in other Caribbean islands as well.

The campaign to rid Castries of stray dogs started last weekend and so far some 26 dogs have been impounded.

Prior to that, officials from the Office of the Mayor met with the St. Lucia Animal Protection Society to discuss the operation.
